Just simply create a New Folder anywhere in in your Desktop and rename it
After doing that you can see a new folder icon that looks like in the picture above and open it.
Voila! a Tweaked version of Windows Control Panel will appear. In my Windows Vista 32 bit it works fine but unfortunately in Windows Vista 64 bit it crashes. HAPPY TWEAKING!
